WASHINGTON – Sen. Jon Husted (R-Ohio) has joined the Regulations from the Executive in Need of Scrutiny (REINS) Act of 2025. The bill would require Congress to explicitly approve and the president to sign any major federal rule or regulation coming from the executive branch before the rule could take effect.

“The federal bureaucracy has grown enormously—and without permission from people’s elected representatives. These rules saddle job creators and everyday citizens with heavy burdens to comply with rules that Congress had no part in establishing. I’m supporting the REINS Act to return power from the bureaucracy back to Ohioans and all Americans,” said Husted.

Currently, even major rules take effect unless Congress steps in to disapprove the regulation.

A “major rule” is defined as a rule or regulation with an annual economic impact of $100 million or more; significant increases in costs or prices for consumers, industries or government agencies; or significant, adverse effects on the economy, productivity, competition, jobs or U.S. global competitiveness.

The REINS Act would establish expedited congressional procedures for approving major rules, including mandatory committee action within 15 legislative days. Should no committee take action within this period, the resolution could be discharged to the House or Senate floor for a vote.

The bill also contains a clarification clause that the legislation does not preclude or limit Congress from using existing oversight tools to control regulatory actions.
